Sealed proposals will be received by CITY OF WADLEY, GEORGIA at City Hall, P.O. Box 219 (prior to bid day) or 37 Butts Street, Wadley, Georgia 30477 (only shipping packages are received at street address) until 3:00 P.M. local time, Tuesday, October 21, 2014 at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.
All Bidders must have a State of Georgia Utility Contractors License and must employ a state "Utility Manager" certificate holder who will have oversight of all the work.
Work to be done: The work to be done consists of furnishing all materials, equipment and labor for the construction of:
Sewerage system improvements including 4,822 linear feet of clean and pre-video of 8-inch and larger sewer pipe, 335 linear feet of 12-inch cured-in-place pipe, dig and replace approximately 845 linear feet of 12-inch clay sewer pipe with PVC and 350 linear feet of 6-inch clay with 8-inch PVC sewer pipe including 8 new precast concrete manholes, replace 84 existing services with new PVC from the main to the house and install cleanouts, replace 1 existing manhole with a new precast concrete manhole and rehabilitate 7 existing concrete manholes, 9 point repairs and all appurtenances.
Time allotted for the completion of this work is 150 consecutive calendar days.
Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.
This project is a Section 3 Covered Project under the HUD Act of 1968, and all HUD Resident Owned Business Concerns are encouraged to apply. All bidders should attend a PRE-BID MEETING which will be held on Tuesday, October 14, 2014 at 10:00 A.M. to discuss Section 3 preferences and compliance will be discussed in detail.
This project is funded by a Community Development Block Grant. The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible opportunities for employment and training be given to the low income residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project.
All proposals shall be accompanied by a Bid Bond drawn in favor of CITY OF WADLEY, GEORGIA, in the amount of at least ten percent (10%) of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for CITY OF WADLEY, GEORGIA. Each bond shall be equal to one hundred percent (100%) of the contract amount. The Bid Bond shall be forfeited to CITY OF WADLEY, GEORGIA as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.
