ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF SEWERAGE SYSTEM IMPROVEMENTS for the CITY OF WRENS, GEORGIA
Sealed proposals will be received by CITY OF WRENS, GEORGIA at City Hall, P.O. Box 125 or 401 Broad Street, Wrens, Georgia 30833 (only shipping packages are received at street address) until 3:00 P.M. local time, TUESDAY, FEBRUARY 12, 2013 at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.

All Bidders must have a State of Georgia Utility Contractors License and must employ a state "Utility Manager" certificate holder who will have oversight of all the work.

Work to be done: The work to be done consists of furnishing all materials, equipment and labor for the construction of:

Division One - Dig and Replace Existing Sewer Lines

Dig and replace approximately 1,888 L.F. of existing 8-inch sewer line and 858 L.F. of existing 15-inch sewer line, install approximately 541 L.F. of new 8 inch sewer line, including 25 manholes, 31 service connections, all by-pass pumping, and appurtenances. Time allotted for this work is 120 consecutive calendar days.

Division Two - Trenchless Rehabilitation by CIPP

Installation of 1,411 L.F. of 8-inch trenchless pipe replacement, including cleaning, pre and post video, rehabilitating 5 existing manholes, 7 service lateral reinstatements, all by-pass pumping, and appurtenances. Time allotted for this work is 120 consecutive calendar days.

Proposals for the complete work in one or more general contracts shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible opportunities for employment and training be given to the low income residents of the project area and contracts for work in connection with the project to be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project.

All proposals shall be accompanied by a Bid Bond drawn in favor of CITY OF WRENS, GEORGIA, in the amount of at least ten percent (10%) of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for CITY OF WRENS, GEORGIA. Each bond shall be equal to one hundred percent (100%) of the contract amount. The Bid Bond shall be forfeited to CITY OF WRENS, GEORGIA as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the office of the CITY OF WRENS, GEORGIA; the office of G. Ben Turnipseed Engineers, Inc. in Augusta and Atlanta, Georgia and the AGC Builders Exchange in Smyrna, Georgia.
