DELINQUENT PROPERTY TAX SALE
Under and by virtue of certain tax Fi Fa’s issued by the Tax Commissioner of Jefferson County, Georgia, in favor of the State of Georgia and County of Jefferson, against the following named persons and the property as described next to their respective name(s). There will be sold for cash or certified funds at public outcry, before the Courthouse door in Louisville, Jefferson County, Georgia, between the legal hours of sale, on the first Tuesday in November, 2012, the same being November 6, 2012, and continuing on Wednesday, November 7, 2012, if necessary between the legal hours of sale, 10:00 AM and 4:00 PM. The below listed and described properties, or as much thereof as will satisfy the State and County tax execution on the respective individual and property. The property (ies) hereinafter described have been levied on as the property of the persons whose names immediately precede the property description. Each of the respective parcels of property are located in Jefferson County, State of Georgia. The years for which said Fi Fa’s are issued and levied are stated opposite the name of the owner in each case. Each defendant and tenant in possession, if applicable, has been notified of levy time and place of sale. Any mobile home included will be considered a fixture of the property. All redemption rights given to the land will apply to the mobile home. If there is a mobile home sale only list, there are no redemption rights, the mobile home is sold “As Is”, and any record holder names may be different if a new title has not been filed with the State. Notice of Explanation For Floodplain Compliance Publication Date: October 11, 2012 Notice is hereby given of a determination that there is no practicable alternative to locating in or impacting a floodplain by the following pro posed project, City of Wrens 2011 CDBG, Sewer Facilities: 1. Explain why the proposed project must be located in or impact a floodplain and/or wetland. The existing sewer is currently located in the Brushy Creek floodplain. This sewer will be replaced in place with a new sewer line. There is no alternative to provide sewer to residents across the floodplain without this crossing. 2. Provide a description of all significant facts considered in making the determination including alternatives considered (including alternative locations). In order to provide sewer service to residents, the flood plain must be crossed by the sewer. There is no alternative route around the floodplain to serve the residents. Residents are located on one side of Old Stapleton Rd/Walker Street, and Brushy Creek and the water pollution control plant are on the other side. 3. Provide a statement indicating whether the actions conform to applicable state or local floodplain protection measures. The floodplain will not be impacted by the proposed work. The existing sewer line and manholes will be replaced with new pipe and precast concrete manholes in place. No additional fill will occur within the floodplain. 4. Provide a statement as to the applicability of the National Flood Insurance Program. The proposed structures will not fall under the jurisdiction of the National Flood Insurance Program. 5. Provide a description of how the activity will be designed or modified to minimize harm to or within the floodplain and/or wetland. Existing sewer within the flood plain is in poor condition and needs to be replaced to avoid possible discharge of raw sewage into Brushy Creek. Replacement of this existing sewer in-place with a new sewer will help prevent the possibility of a raw sewage spill. All existing structures will be replaced in-place with new sewer pipe and manholes. No fill material will be added to the floodplain that would negatively affect floodplain levels. 6. Provide a statement indicating how the action affects natural or is beneficial to floodplain values. The proposed work will help prevent discharges of raw sewage to the creek due to old, deteriorated sewer lines. Proposed sewer will be PVC or ductile iron pipe and precast manholes which will greatly reduce the likelihood of sewage leakage throughout the sewer. 7.
