Advertisement for Bid for Construction of Downtown Streetscape Project for City of Louisville, Georgia

Sealed bids will be received by the City of Louisville at the Louisville City Hall located at 1011 Peachtree Street, Louisville, Georgia 30434, until 2:00 on Friday, June 22, 2012 for the construction of Louisville Streetscape Project Phase 2 in the City of Louisville, Jefferson County, Georgia. GA. D.O.T. Federal Aid Project CSTEE 0009-00(098), P.I. Number 0009098. Bids received after the designated time will not be accepted. All bids must be originals; no bond copies, facsimile copies, or electronic copies will be accepted. No bidder may withdraw her/his bid within sixty-days (60) after the actual date of the opening thereof. The owner reserves the right to waive any informalities and any technicalities, and to reject any or all bids.

The project generally includes furnishing all labor, materials and equipment for the construction and related improvements for the Louisville Streetscape. The project is located along the median and sidewalk along the southwest side of Broad Street between Walnut Street and Green Street . This project will consist of, but is not limited to, erosion control, demolition of the existing pavement, maintenance of traffic, grading, excavation, subgrade preparation, and construction and installation of sidewalks, brick paving, ramps, curbing, walls, tree wells, plantings, signage and striping. Coordination with utilities will be required.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the City of Louisville, and shall complete the work within 180 consecutive calendar days from and including said date.

This is a re-bidding of a project that was originally bid on April 16th, 2012. Plan holders from the original bid are not required to purchase a new set of plans and specifications.

ONLY FULL & COMPLETE SETS OF BIDDING DOCUMENTS WILL BE ISSUED. NO PARTIAL SETS OF BID DOCUMENTS WILL BE ISSUED. COSTS ARE NON-REFUNDABLE. No exceptions will be made to this requirement.

No bid proposal will be considered unless accompanied by a certified check or acceptable Bid Bond in an amount not less than five percent (5%) of the bid and made payable to the City of Louisville. Successful Bidder shall be required to furnish a Contract Performance Bond equal to 100% of the contract price and a Payment Bond equal to 110% of the contract price, with the terms and surety to be approved by the City of Louisville; and furnish satisfactory proof of carriage of the insurance required.

The Disadvantaged Business Enterprise (DBE) goal for this project is 5%. All DBE firms must be certified with the Georgia D.O.T. Equal Employment Opportunity Office.

Bidders submitting bids over $2,000,000 shall be prequalified with the GDOT. Bidders submitting bids $2,000,000 or less shall be prequalified or registered subcontractors with the GDOT.

The City is still under a consent order from EPD. This project will correct the broken and collapsing sewer lines that are causing I/I and causing backups and unsanitary conditions for residents. The engineer is proposing line replacement as the most cost-effective solution to sewer problems. The project will benefit 105 persons of which 96 (91.43%) are of low-to-moderate income. FINDING OF NO SIGNIFICANT IMPACT (FONSI) It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above named city has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statement are as follows: Upon review, it has been determined that this project as proposed meets the requirements of all applicable statutes and is in compliance with all applicable regulations. It has been determined that this project will not have a significant adverse environmental impact on the human environment. An Environmental Review Record regarding the proposed project has been made by the above named city which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Record is on file at the Wrens City Hall, City Administrator's Office, 401 Broad Street, Wrens, Georgia. It is available for public examination and copying upon request Monday thru Friday between the hours of 8:00 a.m. and 5:00 p.m., except holidays. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds. PUBLIC COMMENTS ON FONSI All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the city. Such written comments should be received at the Mayor's office, Wrens City Hall, 401 Broad Street, Wrens, Georgia on or before June 8, 2012. All such comments so received will be considered and the city will not request the release of Federal funds or take any administrative action on the proposed project prior to the date specified in the preceding sentence. NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS (NOI/RROF) At least one day after the termination of the public comment period for the FONSI but not before comments on the FONSI have been considered and resolved, the City of Wrens will submit a Request for Release of Funds (RROF) and Certification to DCA. By so doing, the City of Wrens will ask DCA to allow it to commit funds to this project certifying that (1) it has performed the environmental review prescribed by HUD regulations ("Environmental Review Procedures for Title I Community Development Block Grant Program" - 24 CFR Part 58), and (2) the Certifying Officer, Lester Hadden, Mayor, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review or resulting decision-making and action. The legal effect of the certification is that by approving it, DCA will have satisfied its responsibilities under the National Environment Act, thus allowing the City of Wrens to commit Community Development Block Grant funds to this project. OBJECTION TO RELEASE OF FUNDS DCA will accept objection to this approval of the release of funds and the certification only if it is on one of the following bases: a) that the certification was not in fact executed by the Certifying Officer; or b) that applicant's Environmental Review Record for the project indicated omission of a required decision, finding, or step applicable to the project in the environmental review process.
