ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF KINGS MILL COMMERCE PARK GAS SYSTEM IMPROVEMENTS for the THE DEVELOPMENT AUTHORITY OF JEFFERSON COUNTY, GEORGIA

Sealed proposals will be received by THE DEVELOPMENT AUTHORITY OF JEFFERSON COUNTY, GEORGIA at P.O. Box 630 or 302 East Broad Street, Louisville, Georgia 30434 until 3:00 P.M. local time, FRIDAY, MARCH 30, 2012 at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days.

All Bidders must have a State of Georgia Utility Contractors License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work. All of the Contractor’s employees or subcontractors that perform any work under this contract must possess, prior to performing any work, the proper Operator Qualifications (OQ) from SCRS for performing any and all tasks required OQ. Upon request contractor shall supply documentation to show that his employees are qualified as required in CFR Title 49 Part 192 “Transportation of Natural and Other Gas by Pipeline: Minimum Federal Safety Standards,” Subpart N.

Work to be done: The work to be done consists of furnishing all materials equipment and labor for the construction of

Division One: Gas Line

Approximately 28,920 L.F. of 8-inch ERW steel pipe, 30 L.F. of 4-inch ERW steel pipe, seven (&) 8-inch line valves, two pressure regulating stations, one meter set, and all appurtenances. Time allotted for this work is 180 consecutive calendar days.

Division Two: Water Line

Approximately 3,166 L.F. of 8-inch water line to include valves, fire hydrants, 3/4 inch service line and meters, and all appurtenances. Time allotted for this work is 60 consecutive calendar days.

Proposals shall be accompanied by a Bid Bond drawn in favor of THE DEVELOPMENT AUTHORITY OF JEFFERSON COUNTY, GEORGIA, in the amount of at least ten percent (10%) of the lump sum bid for the complete work; such Bid Bond representing the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for THE DEVELOPMENT AUTHORITY OF JEFFERSON COUNTY, GEORGIA. Each bond shall be equal to one hundred percent (100%) of the contract amount. The Bid Bond shall be forfeited to THE DEVELOPMENT AUTHORITY OF JEFFERSON COUNTY, GEORGIA as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.
