NOTICE OF THE OPPORTUNITY FOR PUBLIC COMMENT GEORGIA DEPARTMENT OF NATURAL RESOURCES ENVIRONMENTAL PROTECTION DIVISION AIR PROTECTION BRANCH STATE OF GEORGIA COUNTY OF JEFFERSON NOTICE OF PSD PRELIMINARY DETERMINATION AND DRAFT PERMIT NOTICE OF MACT APPROVAL NOTICE OF PUBLIC MEETING AND HEARING To All Interested Parties: The Georgia Environmental Protection Division (EPD) announces its intent to issue to PyraMax Ceramics, LLC, Prevention of Significant Deterioration (PSD) Permit No. 3295-163-0035-P-01-0 for the construction and operation of a ceramic proppant manufacturing facility. The facility is to be located at County Road 291, Wrens, Georgia 30833. The Georgia EPD also announces its intent to issue a Case-by-Case MACT Air Quality Permit to PyraMax Ceramics, LLC. The requirements of the Case-by-Case MACT, also known as the Notice of MACT Approval, in this case, are included in PSD Permit No. 3295-163-0035-P-01-0. The draft permit, PSD Preliminary Determination, and Notice of MACT Approval, and all information used to develop the draft permit are available for review. This includes the application and all other relevant materials available to the permitting authority. The Division has concluded that PyraMax Ceramics' application should be approved and that a permit should be granted. This conclusion is based upon evidence that the proposed project will comply with the Division's Rules and Regulations for Air Quality Control, Chapter 391-3-1; that the emissions from the source will not cause or add to a violation of any applicable National Ambient Air Quality Standard (NAAQS) or Prevention of Significant Deterioration (PSD) increment; will comply with the Federal Case-by-Case MACT requirements (40 CFR Part 63 Subpart B); and will comply with the Federal PSD regulations, 40 CFR 52.21, including the use of Best Available Control Technology (BACT) for regulated pollutants. Net emission increases of carbon monoxide (CO), oxides of nitrogen (NOx), particulate matter (PM), particulate matter less than 10 microns in diameter (PM10), particulate matter less than 2.5 microns in diameter (PM2.5), sulfur dioxide (SO2), volatile organic compounds, and greenhouse gases from the proposed project exceed the significant emission levels established by the PSD regulation. The Division has determined that these emissions will not cause an adverse impact on ambient air quality, and the air quality levels should pose no significant health risk around the plant. The PSD regulations allow specific maximum incremental increases in ambient concentrations of particulate matter (PM10), sulfur dioxide (SO2), and nitrogen oxides (NO2). The EPD has determined that the maximum predicted impacts of these pollutants due to the proposed project will consume 13.4 percent of the annual NO2 PSD increment, 25.9 percent of the 24-hour PM10 PSD increment, and 8.2 percent of the annual PM10 PSD increment. SO2 concentrations were below significant impact levels. Thus, EPD has concluded that the facility will not adversely affect the air quality (i.e., exceed the allowable incremental increases in ambient concentration of PM10, SO2, NO2). After the comment period has expired, the Division will consider all comments and issue a Final Determination (for both PSD and Case-by-Case MACT requirements). Copies of the Final Determination (for both PSD and Case-by-Case MACT requirements), comments received, and any other relevant information will then be made available for public review during normal business hours at the office of the Air Protection Branch, as well as the Internet address given above.
